The Corporate
Emergency Access System: Solving the Dilemma of Post Disaster
Access.
The Corporate Emergency Access System, or CEAS, is a pre-event
credentialing program that allows critical business employees to
gain access to restricted areas following a disaster or serious
emergency by using a secure identification card recognized by
the police. Mr. Picarillo will describe how the system can
benefit the capital district community.
Peter R. Picarillo
is Executive Director for the Business Network of Emergency
Resources, Inc. (BNet) a not-for-profit firm dedicated to
promoting public-private partnerships in emergency management
and business continuity and developer of the Corporate Emergency
Access System (CEAS).
Peter is a retired
New York City Police Sergeant and a former Director of Public
Private Initiatives for the New York City Office of Emergency
Management (OEM). He has over 15 years of hands-on disaster
response and planning experience and is a Certified Business
Continuity Professional. While at OEM, he pioneered a program
that crafted initiatives to bridge the gap between the public
and private sectors in areas related to crisis management and
business continuity. He is responsible for several highly
successful initiatives in information sharing and operational
participation between the public and private sectors, including
an emergency access plan for critical business personnel.

Business and Professional Implication of the PS-Prep Program
The PS-Prep program has the potential to be one of the most
significant business continuity initiatives in a generation, but
it has been slow to gain traction. Recent announcements
beginning with the official designation of a first set of
standards in June 2010, seem to have provided the momentum
needed to allow this law to live up to its’ potential. In this
session, a comprehensive update on the state of the program will
be discussed and the business and professional implications of
this legislation, explored.
Don Byrne: As the former CEO of several companies,
Don Byrne brings an executive
perspective to the field of resiliency planning. A Certified
Business Continuity Professional (CBCP) Don’s expertise includes
working with all types of technology, solving operational
challenges, and strategic planning.
A frequent speaker at industry
conferences, Don serves as a Director of several professional
societies. Currently he is the Association of Contingency Planners
representative to the ANSI National Accreditation Board’s
Committee of Experts (ANAB-COE). Working under a contract with
the Department of Homeland Security (DHS) ANAB is charged with
developing national Business Continuity Management standards and
practices in the area of the PS-Prep program. Don is also a member
of the core technical committee working with ASIS International on
a forthcoming ISO standard in the area of business continuity.

Attendance Policy
Members attend all NY Capital Region Chapter meetings at no charge.
Guests - non-ACP members are allowed to attend one free meeting per calendar year.
The cost for subsequent meetings is $20 (cash or check, payable to ACP NY Capital Region Chapter, at time of event; no credit cards-sorry!).
